REGA-Qualified Accountant for WAFI Off-Plan Escrow Account Oversight
Independent escrow account verification, construction cost disbursement auditing, and periodic reporting to REGA via the WAFI platform (منصة وافي) — monthly for large projects or every three months for others — required for every off-plan sale or lease project. We also support developer qualification (تأهيل المطور العقاري) and off-plan sale licensing (ترخيص البيع على الخارطة).

The short answer
Every off-plan sale or lease project under WAFI needs its escrow account overseen by a chartered accountant qualified by REGA. The accountant endorses each disbursement document together with the engineering consultant (Article 27 of the Implementing Regulations) and reports to REGA through the WAFI platform: monthly for projects over 5,000 m² or 30 units, every three months for others (Article 25). Entry Post holds REGA qualification certificate No. A0565, valid until 1 July 2027.

- Someone who understands construction cash flow, not just accounting
Our Methodology

Frequently Asked Questions
Do I need a REGA-qualified chartered accountant for a WAFI off-plan project?
Yes. Escrow account oversight under WAFI needs a chartered accountant qualified by REGA, and not every accounting firm holds that qualification. Entry Post holds REGA Certified Public Accountant Qualification Certificate No. A0565, valid until 1 July 2027, and both founding partners completed REGA's off-plan escrow oversight training.
How do I check that an accountant is qualified by REGA?
Ask for the REGA qualification certificate number and check it on REGA's qualified-accountants page (https://red.rega.gov.sa/wafi/qualifying/qualifying-certificates). Ours is No. A0565, valid until 1 July 2027.
What does escrow account (حساب الضمان) oversight involve, from launch to handover?
We verify the escrow account is set up to REGA's requirements, confirm construction milestones before endorsing any disbursement, and continue oversight to project completion — not just at launch.
Do you review the financial documents before marketing starts?
Yes. Before a project can market off-plan units, we review the financial documentation REGA requires for that stage — separate from the escrow oversight that follows launch.
Who approves a disbursement from the escrow account?
The developer submits a disbursement document to the bank, endorsed by the engineering consultant and the chartered accountant (Article 27 of the Implementing Regulations of the Off-Plan Sale and Lease Law, 1445H).
How often are escrow reports filed on the WAFI platform (منصة وافي)?
Monthly for large projects (over 5,000 m² or 30 units) and every three months for others (Implementing Regulations, Article 25). We coordinate with your finance team and engineering consultant so reporting does not wait on paperwork.
What happens if escrow reporting is late?
Late reporting can hold up disbursements and so delay payments to contractors; we tie the reporting calendar to your construction milestones to avoid that.
Can you help before the escrow stage — developer qualification and off-plan sale licensing?
Yes. Developer qualification (تأهيل المطور العقاري), off-plan sale licensing (ترخيص البيع على الخارطة) and developer registry (سجل قيد المطورين) support are available for developers preparing their first project.
Do you work with smaller developers and projects outside Riyadh?
Yes. We work with any off-plan sale or lease project that needs escrow oversight under WAFI, whatever the developer's size, and with developers across Saudi Arabia.
Is WAFI escrow oversight the same as a financial-statement audit?
No. It is REGA-specific project oversight — disbursement endorsement, milestone checks and periodic REGA reporting — distinct from a company's annual audit. We can provide both in line with SOCPA independence rules and REGA requirements.
